The Migrant and Seasonal Farm Worker Emergency Preparedness Planning Guide is designed to assist local health departments and emergency preparedness officials become better prepared to assist migrant and seasonal farm workers in the case of an emergency. The guide is divided into three main sections:
 
1. Pre-Event Planning (Vulnerability Assessment, Response Partners, Volunteers, Regional Coordination, Training/Exercising Needs, Communications);
2. Event Planning (Incident Command System, Communications, Addressing Direct Health and Social Service Needs, Addressing Indirect Health and Social Service Needs, Addressing Shelter Needs, Addressing Resident Needs, State and Federal Assistance, and Legal Considerations); and
3. Post-Event Planning (Post-Event Assessment, Assist Migrant and Seasonal Farm Population in Recouping Losses, and Reporting and Communication). 

Appendices include the Gold Star Growers Migrant Housing Inspection Checklist and the FEMA/American Red Cross Guide to Food and Water in an Emergency. 

The planning guide was drafted based on feedback from an expert panel held in Western New York in March 2009 and a vetting session at the National Rural Health Association conference in May 2009. Since then, it has been reviewed by members of the National Opinion Research Center Walsh Center for Rural Health Analysis and by partners at the National Rural Health Association and the Western New York Public Health Alliance.
