The National Association of County and City Health Officials, the Association of State and Territorial Health Officials, the Council of State and Territorial Epidemiologists, and the Association of Public Health Laboratories partnered to conduct an impact assessment survey on cuts to Public Health and Emergency Preparedness (PHEP) grants. Congress has not passed emergency supplemental funding for Zika; as a result the Centers for Disease Control and Prevention will be redirecting $44.25 million of PHEP funds away from local and state health departments to support the national Zika response. Because of these developments, state and local health departments are losing the resources they need to effectively respond to Zika and other emergencies at the community level. This report describes the impact of redirected PHEP funds on local health department emergency preparedness.
