This report discusses administrative factors affecting adequate staffing during an emergency response and the workforce strategies used by health departments to mitigate them. This report helps local health departments consider the factors that affect staffing in emergency response situations through (1) identifying issues that influence whether the right number and appropriate type of personnel are available to respond during emergencies; (2) suggesting strategies that health departments can employ to address administrative issues; and (3) posing questions for health departments and their human resources partners to consider when assessing their administrative preparedness to meet workforce needs.
